The remaining 45 percent could block access to company accounts and systems but could not stop the person from using the machine itself. If data was downloaded before access was revoked, blocking the account changes nothing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Enforcement is a weak backstop. While 61 percent of those employers threatened criminal or legal action, only 48 percent filed a police report and 21 percent sued in civil court.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Two caveats on this data, because it matters that you use it accurately. The survey is US-centric and now several years old, and it measures self-reported HR perception rather than audited recovery rates. Within that, the small and medium enterprise segment is expected to grow fastest, and the cloud deployment segment is projected to grow at the highest rate, driven by demand for remote asset monitoring across distributed or global operations. Firms your size are the growth story here, not an afterthought.<\/span><\/p>\n<h2><b>What Indian And GCC Regulators Expect Your Records To Show<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">This is the part the global remote-equipment guides skip, and it is the part that costs you an audit qualification.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you run a company registered in India, your statutory auditor reports on your fixed asset records under the Companies (Auditor&#8217;s Report) Order, 2020. CARO 2020 was notified by the Ministry of Corporate Affairs vide Order S.O. 849(E) dated 25 February 2020, and after two deferrals, it applies to audits of financial year 2021-22 and onwards.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Clause 3(i)(a)(A) requires the auditor to report on whether the company is maintaining proper records showing full particulars, including quantitative details and the situation of Property, Plant and Equipment. &#8220;Situation&#8221; means location. It states that the purpose of showing the situation of PPE is to make verification possible, and that for classes of asset whose situation keeps changing, it is sufficient if a record of movement or custody of the equipment is maintained. It then addresses staff homes directly: where assets such as furniture are located in the residential premises of members of staff, the PPE register should indicate the name and designation of the person who has custody of the asset for the time being.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Read that again, because it is the clearest statement anywhere of what a distributed asset register must contain. Custody, by name and designation, per asset, kept current. A spreadsheet updated quarterly does not meet it.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Three more requirements follow from the same guidance:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Physical verification at reasonable intervals.<\/b><span style=\"font-weight: 400;\"> The guidance notes that while annual verification may be reasonable, the verification schedule should be such that all assets are verified at least once in every three years.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>A register that exists at all.<\/b><span style=\"font-weight: 400;\"> The guidance is blunt: where a PPE register is not maintained by the company, it is a serious documentation and control lacuna, and the auditor should mention this while reporting under the clause.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>An audit trail if the register is electronic.<\/b><span style=\"font-weight: 400;\"> Under Rule 3 of the Companies (Accounts) Rules, 2014, for financial years commencing on or after 1 April 2023, every company using accounting software to maintain its books must use software with a feature that records an audit trail of every transaction and creates an edit log of each change, and that audit trail cannot be disabled. A spreadsheet has no edit log.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">CARO 2020 does not apply to every company. One person companies, small companies, and private companies below the paid-up capital, borrowing, and revenue thresholds set out in the Order are exempt. Check your own status with your auditor rather than assuming. The record-keeping discipline is worth adopting regardless, because you will cross a threshold eventually and reconstructing three years of custody history is not a project you want.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For firms operating in the UAE, the obligation runs through tax rather than audit reporting. Under<\/span><a href=\"https:\/\/mof.gov.ae\/wp-content\/uploads\/2022\/12\/Federal-Decree-Law-No.-47-of-2022-EN.pdf\"> <span style=\"font-weight: 400;\">Federal Decree-Law No. 47 of 2022 on the Taxation of Corporations and Businesses<\/span><\/a><span style=\"font-weight: 400;\">, published by the UAE Ministry of Finance, a taxable person must maintain records and documents supporting the information in a tax return for seven years following the end of the relevant tax period. Depreciation on capital assets sits inside that. Each one has a specific failure mode when the team is spread out.<\/span><\/p>\n<h3><b>Procurement And Capitalization<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The asset record should be created when the purchase order is raised, not when the machine arrives. Waiting for delivery means the item exists in finance&#8217;s world and not in operations&#8217;, and the two never reconcile. Capture cost, vendor, PO reference, and expected delivery at the point of approval.<\/span><\/p>\n<p><b>Failure mode:<\/b><span style=\"font-weight: 400;\"> equipment bought on a personal card and reimbursed as an expense never enters the asset register at all. It gets expensed rather than capitalized, which understates your assets and misstates the depreciation charge.<\/span><\/p>\n<h3><b>Assignment And Acknowledgment<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The employee should acknowledge receipt against a specific asset ID and serial number, digitally, with a timestamp. Not an email saying &#8220;got it, thanks.&#8221; An acknowledgment that names the item.<\/span><\/p>\n<p><b>Failure mode:<\/b><span style=\"font-weight: 400;\"> a group of items ships together and only the laptop gets acknowledged. Someone&#8217;s machine gets replaced and the old one goes to a new joiner. A monitor moves between two people in the same city.
