When a Spreadsheet Tracker Stops Working

Plenty of teams track attendance in Excel or Google Sheets, and a free template is a reasonable place to start. The question is when to move. These signals usually show up first.

  • Payroll asks the same questions every month. If finance emails managers to confirm hours before every run, the record is not authoritative.
  • Two versions of the sheet exist. Once a second copy appears, neither is the source of truth.
  • You cannot answer “who approved this change.” Spreadsheets keep no audit trail unless somebody builds one by hand.
  • Overtime is estimated. If the sheet holds statuses instead of in and out times, overtime cannot be computed, only guessed.
  • Someone is retyping data. Every manual transfer between attendance, leave, and payroll adds a new place for errors.
  • An inspection would be uncomfortable. If you would need a week to assemble five years of attendance records, you have files rather than records.

What the Law Requires You to Keep

Attendance records are not an internal convenience. In India, the UAE, and the US, they are a statutory obligation with defined content and defined retention periods. The details vary, so check what applies to each of your entities.

India: Attendance Register Cum Muster Roll

The four Labour Codes came into force on 21 November 2025. Under the Code on Wages, 2019, the Ministry of Labour and Employment’s compliance handbook for employers states that employers must maintain an attendance register cum muster roll, a wage register, an overtime register, and a register of fines and deductions. These can be kept in physical or electronic form, and records must be preserved for five years.

The consolidation is substantial. According to the same handbook, the number of registers employers must maintain fell from 84 to 8, and 31 returns were replaced with a single electronic return. However, the handbook primarily covers establishments for which the Central Government is the appropriate government, so state-registered firms should confirm their state rules.

Overtime raises the stakes on record quality. Under the Code on Wages, an employee who works beyond normal hours must be paid overtime at a rate of at least twice the normal wage for each extra hour. A record that cannot show hours cannot support that calculation.

UAE: Two Years Past End of Service

Federal Decree-Law No. 33 of 2021 sets the private sector baseline. Article 13 requires employers to keep each worker’s file for at least two years after the end of their service. Normal working hours are capped at eight hours per day or 48 hours per week.

Overtime is tightly bounded as well. It cannot exceed two hours per day, total working hours cannot exceed 144 hours every three weeks, and overtime pay must be at least the basic wage plus 25 percent. You can only enforce those ceilings if your tracker captures daily hours rather than daily presence.

United States: Three Years and Two Years

Under the Fair Labor Standards Act, the Department of Labor’s Fact Sheet #21 requires employers to preserve payroll records for at least three years. Records used to compute wages, including time cards and work schedules, must be kept for two years.

The method itself is left open, and employers may use any timekeeping method they choose. The obligation is about accuracy and retrievability, so a spreadsheet can satisfy it in principle. In practice, most spreadsheets fall short.

Attendance Data Is Only Half the Record

This distinction matters enormously if you sell time, and it decides which category of tool belongs on your shortlist.

Attendance tells you someone was working. It does not tell you what they worked on, or whether that work was billable. Those are two different records, and firms that bill clients by the hour need both.

The gap shows up in the numbers. According to SPI Research’s 2026 Professional Services Maturity Benchmark, average billable utilization fell to 66.4 percent in 2025, the lowest level in the study’s history. SPI treats 70 percent as the healthy floor and associates 75 percent with high performers. A firm can run near-perfect attendance and still lose margin, because attendance measures presence while utilization measures what that presence earned.

For a services business, then, the attendance question is really two questions:

  1. Compliance and payroll. Who worked, for how long, and what do we owe them?
  2. Profitability. Which of those hours were billable, on which project, and at what rate?

Most tools on this list answer the first question well. Answering the second means attendance, timesheets, projects, and invoicing have to share a system. Otherwise, someone reconciles them by hand every month, and that reconciliation is where hours go missing and invoices go out late.

Attendance software fails on adoption far more often than on features. A few habits reliably help.

Explain the why before the how. If the first message people receive is a login link, they will read the system as surveillance. Lead with payroll accuracy and self-service, because those benefits are real and employees care about them.

Migrate the history, not only the present. Load at least the current financial year so reports have something to compare against.

Run parallel for one cycle. Keep the old sheet alive for a single payroll period and compare the outputs. Finding differences before you cut over costs far less than finding them after.

Configure the correction workflow first. Missed punches start on day one, so decide who approves them before launch.

Put the policy in writing. Grace periods, break rules, overtime approval, and correction deadlines all need a documented position. The software enforces a policy; it does not write one.

Train managers as well as employees. Slow approvals at the manager layer are the most common reason attendance data goes stale. Pair the rollout with a clear leave management process, so both run on the same rules.
